Senate flags millions in missing Nandi County funds, demands accountability

Officials were ordered to submit full documentation proving all expenditures were legitimate, or face possible legislative action.

Governor Stephen Sang appeared on Wednesday before the Senate County Public Investments and Special Funds Committee, chaired by Senator Godfrey Osotsi, to respond to the financial discrepancies.

The hearing highlighted gaps in accountability across the Facilities Improvement Fund, Climate Change Fund, and Nandi Education Scheme, with senators demanding urgent clarity on millions of shillings that could not be traced.

The committee focused on the Facilities Improvement Fund, where staff costs jumped from Sh 540,000 to Sh 24.8 million.

Governor Sang explained that temporary medical staff were hired after 1,899 health workers were suspended. Questions were raised over Sh 15.4 million sent to Kaptumo, Chepterwai, and Kabiyet hospitals, which had not submitted financial statements.

Senator Osotsi said, "When Sh 15 million vanishes into a 'no-statement' void, it is the citizens of Nandi who suffer," and directed that all missing documents be provided within seven days.

Senator George Mbugua added that documentation must prove each temporary worker was officially hired and had delivered services. Governor Sang responded that the emergency hires were essential to prevent a health sector collapse and confirmed all arrangements have since ended, promising to provide supporting documents.

The Nandi Education Scheme faced criticism after Sh 50.2 million in bursary payments lacked acknowledgement receipts from schools. Senator Samson Cherargei said, "To have over Sh 50 million in bursaries floating without receipts while students struggle for fees is a betrayal." He insisted that county officials must account for every shilling allocated to students.

Senator Osotsi concluded the session by directing Nandi County to submit all outstanding documents to the Auditor General before the committee’s March 31 report. He warned that counties failing to comply could face legislative sanctions.
